Je suis résident de la Ville de Westmount et je voudrais vous demander d’ouvrir une investigation des activités de deux personnes légales en rapport avec un travail presumé de lobbying, et l’obligation pour un lobbyiste de s’enregistrer. </span></span></p><p><span
style="color: #2e2e2e;"><span
style="font-family: Times New Roman,serif;">Ces deux personnes légales sont:</span></span></p><p><span
style="font-family: Times New Roman,serif;">1.</span><span
style="font-family: Times New Roman,serif;"> National Public Relations (NPR) – “La plus grande firme de relations publiques au Canada,” comme dit le site de la firme NPR.</span></p><p><span
style="font-family: Times New Roman,serif;">2. Monsieur Bruce St-Louis, ancien Directeur Général de la Ville de Westmount</span><span
style="font-family: Times New Roman,serif;"> </span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Je pense que pendant 2009, entre les mois de Janvier et Septembre, pendant neuf mois, et National Public Relations  et Monsieur St-Louis ont fait du lobbying pour la Ville de Westmount, mais sans s’enregistrer au registre comme la loi oblige. </span></p><h4><span
style="font-family: Times New Roman,serif;"> National Public Relations</span></h4><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">La compagnie NPR et Monsieur St-Louis ont travaillé avec Le Deputé Jacques Chagnon et La Mairesse de Westmount, Mme. Karin Marks, pendant cette période en 2009. Le but c’était de convaincre le gouvernement du Québec, et surtout le Ministère des Municipalités, de donner La Ville de Westmount une subvention d’infrastructure. </span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Une telle subvention était annoncée en Septembre 2009 pour un montant de  $10 millions -–6 fois plus per capita que la subvention donnée par le Ministère à la Ville de Laval, par exemple. Un montant extraordinaire.</span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Durant l’été de 2010, une source à Ottawa m’informait: “Westmount a employ</span><span
style="font-family: Times New Roman,serif;">é une compagnie de lobbying pour sa subvention.</span><span
style="font-family: Times New Roman,serif;">”</span><span
style="font-family: Times New Roman,serif;"> Mais la source refusait de me donner  le nom de la compagnie.</span></p><p
style="text-align: justify;" lang="en-CA"><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Le 7 Septembre 2010, dans une réunion du Conseil de la Ville de Westmount, j’ai demandé au Maire et au conseil municipal la question suivante: </span><span
style="font-family: Times New Roman,serif;">“</span><span
style="font-family: Times New Roman,serif;">La Ville de Westmount, a-t-elle employé une firme de lobbying pour chercher la subvention provinciale</span><span
style="font-family: Times New Roman,serif;">?”</span></p><p
style="text-align: justify;" lang="en-CA"><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Le Maire actuel, Monsieur Peter Trent, élu par acclamation en 2009, me disait le 7 septembre, pendant la réunion municipale: “Non…d’après ma connaissance.” </span></p><p

style="font-family: Times New Roman,serif;">Et le conseiller Patrick Martin m’a répondu encore plus fermement: “The answer is No!:” – </span><span
style="font-family: Times New Roman,serif;">“</span><span

style="font-family: Times New Roman,serif;">même m’a contacté le lendemain, le 8 Septembre 2010, et m’écrivait par couriel: </span><span
style="font-family: Times New Roman,serif;">“I am looking into the matter.” (Voir: Document #1).</span></p><p><span
style="font-family: Times New Roman,serif;">Le 10 Septembre il m’écrivait encore par couriel en me disant: </span></p><blockquote><p

style="font-family: Times New Roman,serif;"> Further to your question the other night, I have looked into things,  and it appears that all Westmount did was engage a PR firm to give the City advice as to what  grants were available, what were our chances of getting one, what information was needed, whom to contact, and where our file was. Karin Marks and Jacques Chagnon did the rest. (Voir: Document #2)</span></p></blockquote><p><span
style="font-family: Times New Roman,serif;">Le 10 Septembre le Maire m’écrivait encore par couriel:</span></p><blockquote><p

style="font-family: Times New Roman,serif;">Mais je n’ai jamais reçu, de la part du Maire, les renseignements mentionnés au sujet des coûts.   Néanmoins, je persistais, en employant l’accès à l’information. </span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Finalement, le 7 Février 2011, Mademoiselle Dina Pietrangeli, la secrétaire du greffier de la Ville de Westmount, Monsieur Mario Gerbeau, m’envoyait les details des paiements à la compagnie National Public Relations: $22,773.75 sans taxes durant 2009. (Voir: Document #4).</span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Il me prenait 5 mois de pression pour prendre connaissance de ces détails.</span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Si on regarde les paiements, il y avait deux périodes très sérieuses: le mois de mars 2009 ($4,233.75) et le mois d’avril ($5,328.75). Aussi les mois  de mai et juin 2009. Et finalement, à la fin d’été, en 2009, il y avait un paiement pour une conférence de presse en Septembre après l’annonce de la subvention attendue de $10 millions le 26 Septembre 2009. Une conférence qui coutait plus de 6 milles dollars!</span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Tous ces paiements, sauf deux, étaient pour “Relations gouvernementales.” En termes plus francs – le lobbying.</span></p><p
style="text-align: justify;"><span
style="font-family: Times New Roman,serif;">Mais National Public Relations insiste que non – ils n’ont pas fait du lobbying. Dans un article dans le Westmount Examiner, le 23 fév. 2011, deux semaines après ma réception des renseignments sur ces paiements, le vice-président de NPR pour les relations avec les medias, Monsieur Roch Landriault, a donné la perspective de sa compagnie…et je cite l’article (voir Document #5) :</span></p><blockquote><p

style="font-family: Times New Roman,serif;">Roch Landriault, National’s vice president of media relations, says that initially there was a question of his company lobbying the government on Westmount’s behalf, but this was quickly dropped. “Right out of the first meeting, it came out that the mayor had all the contacts she [Karin Marks] needed to do government relations, so we wouldn’t have to be involved in this,” he says, adding that National never registered as a lobbyist because the firm’s involvement in government relations was limited to research, advice and paperwork.</span></p></blockquote><p
style="text-align: justify;"><span
